How is it legal that Ticketmaster scalps its own tickets through TicketsNow?

Ticketmaster owns TicketsNow, and scalps their own tickets there, before they even go on sale to the public. When the events sell out, they redirect you to TicketsNow, which has the tickets for up to 10X face value. How exactly is this legal/permitted?
That should be illegal. I believe it is according the the Law and Ethics of Business. Especially if they are selling these tickets before they go on sale to the public. I can guarantee this, if the stars of these venues find out about this there will be hell to pay. Usually the performers get a percentage of profits from tickets sales. (the Primary ticket agency) TicketsNow, is secondary.Performers do not make any money on the secondary market.
Because they have monopoly power and pay off the governing bodies. It’s awful. Someone needs to compete with ticketmaster.
