You could probably call your local fire department, and if your neighbor filed for a burn permit they would probably know.
As long as your neighbor is in the country, there should be no problem. I know of a stone quarry in my area that just recently built an actual building and blew up the old office trailers. If I were your neighbor, I would double check the burn permits. Maybe your friend could get a demolition specialist to come to his land and blow it up with dynomite.
I don’t think that is legal in any state. There are hazordous materials that could be harmful when it is burning. Call the fire department.
