Yea it’s legal. You can get one at any age by a professional with parent concent, or you can do it yourself or find someone else to do it for you without parent concent.
He isn’t going to get thrown in jail for a lip peircing.
If he did it himself then there is nothing stopping him. If he went to a piercing profession then he would either need to be 18 or have his parents present. Of course there are plenty of seedy operations who would except a “yeah, I’m 18″ as good enough.
With parental consent, it is legal in some places. Most places say you must be 18. They will allow 16 with parental consent. Other places are more leniant. It just depends where he went.

Depends where you live. If your in the UK. There is no legal age regarding piercing, it just depends where you go. Most places heer will do it once you pass 13, however I plan to get mine at 16 cus my school sucks, and will make me take it out. lol
