what is the legal process to file paperwork for the guardianship of a minor child in Michigan?

My sister would like to get legal guardianship of two boys, ages 15 & 13, that are friends of her 12 yr old son. They have lived with my sister on a full time basis since June 2007. The parents live in a motel, & have no money, work, transportation, or any other means of caring for these boys, & are known drug users (at least the father is). She has the Order and Petition (PC 586), and the Petition for Guardianship of a Minor, also Order Regarding Appointment of Guardian of a Minor (PC 653). She also has the Letters of Guardianship. In what order do these need to be filed?
